  • For 35 years, Mr. McCarley has provided a wide range of environmental services to clients in private industry, Federal Agencies, State governments and municipal entities as a Program and/or Project Manager. Since 1985, Mr. McCarley has been responsible for DoD/DoE and USACE activities as a Regional, Branch and Department manager with national and international consulting engineering firms. During his career he has directly managed operations on a wide variety of projects ranging from Phased Environmental Site Assessments (I-IV) to advanced soil and groundwater assessments and remediation under the Superfund Innovative Technology Evaluation (SITE) program, on Superfund Sites, and on EPA Brownfields Assessment Pilot Projects. He has also completed assessment and remediation projects for the DoE, DoD, and the USACE through the BRAC, FUDS/FUSRAP and Navy CLEAN programs through direct contracts and as a WBE/DBE/8(a) subcontractor to larger consulting firms. In addition, Mr. McCarley has served as project manager on complex mixed waste remediation projects with budgets ranging from $150,000.00 to over $25 million. Most recently, he provided Engineering and Management Oversight services for Industrial Hygiene Services (Covid-19 Response) Nationwide for the FAA through AECOM and provided Program Management services on FUDS/FUSRAP projects to the USACE Baltimore District, Kansas City District, New England District and Buffalo District.
  • Marketing, Sales and Management Experience Mr. McCarley has served as a technical and administrative manager in every company for which he has worked, from Corporate Safety Officer/Project Manager to Department Manager, Office Manager, Branch Manager, Regional Manager, Vice President and COO/CEO for regional and national consulting firms. In addition to individual proposal efforts, he has been responsible for marketing and selling the environmental services of each company for which he has worked. In this marketing and sales role, he has been directly responsible for the acquisition and management of $1 to $2 million in basic service lines annually. Larger Assessment and Remediation projects that he has generated, through client relationship marketing and RFP/Q responses, have ranged from $150,000 to $95 Million.
